Clickable links in chat responses are not formatted correctly

Issue: when chat responds with a clickable link, it included the '>' symbol as part of the URL.
Impact: clicking on the link responds with a 'Site cannot be reached' error' (DNS_PROBE_POSSIBLE).
Solution: Ensure that the URL portion of the link is captured correctly when applying HTML tags in the response.
Example:
