403 client error when following the document guideline try to use meta-llama/Llama-2-7b-chat-hf model in Google Colab

I already assign !huggingface-cli login with my own token in both read or write mode by still can not access the model. the complete error message is:
GatedRepoError: 403 Client Error. (Request ID: Root=1-64cb2066-3877b64a499de62911bd91fe;833a5302-1c6b-49fd-8d45-25a1a6f400e4)
Cannot access gated repo for url https://huggingface.co/meta-llama/Llama-2-7b-chat-hf/resolve/main/tokenizer_config.json.
Your request to access model meta-llama/Llama-2-7b-chat-hf is awaiting a review from the repo authors.
